Former Utica City Councilman Mello Testa took his grandchildren to Proctor Park’s skate park on Tuesday, where they encountered graffiti laden with obscenities. Testa believes the vandalism is caused by outsiders, not skateboarders, as he sees them enjoying the park responsibly. Dave Short, Commissioner of Parks & Recreation, noted that graffiti has long plagued the park, indicating ongoing challenges in maintaining its cleanliness. Testa pointed out that the skate park’s isolated location may contribute to the ongoing vandalism issues.
